One of the more common things we find on inspection is somebody else's repair. Usually it is an external plug, a rubber worm pushed through the tread from the outside without the tyre ever coming off the wheel, and the driver has no idea it is there because it was done before they bought the car. It seals well enough to hold pressure, which is exactly the problem.
What it does not do is support the injury or prove the inside of the tyre was undamaged. So when we take a tyre off around SW11 and find one, the recommendation is to redo it properly from the inside, or to replace the tyre if the plug has been sitting in a position that was never repairable to begin with. You get shown it either way. Nobody is trying to invent a problem, and if the old repair turns out to be a correctly fitted internal patch we will say so and leave it exactly where it is.
