Easily. A kerb strike breaks casing cords inside the tyre without marking the outside much, and the tyre carries on holding air. The weakened area then stretches under load, so a soft bulge appears in the sidewall days or even weeks afterwards. If you find one, the tyre is done, however good the tread still looks.
A nail makes a small, clean hole in the tread and the rubber round it stays sound, which is why it can usually be repaired from the inside to British Standard BS AU 159. Debris tends to slice or tear instead, taking rubber with it and reaching the belts. Once the cords are cut, nothing solid remains for a patch to key into.
It is harder to judge rather than automatically worse. A run flat has a much stiffer sidewall, so it hides the flexing and bulging that would give ordinary damage away, and the drive afterwards feels normal. So it comes off the rim and gets looked at from the inside, because on this construction the outside tells you very little.

No. TPMS watches pressure and nothing else, so a tyre with broken cords, a split shoulder or a separating belt can sit at exactly the right pressure and never trigger it. A light that stays on is an MOT failure on cars first used from 2012, but a dark dashboard is not a clean bill of health.
