A puncture is a hole through the tread that can often be repaired. A broken tyre has lost structural integrity: a split, a bulge, or a cut deep enough to show cords. Those cannot be made good again at any price, and no sealant will change that.
Treat it as urgent. A bulge means the internal cords have failed and the only thing holding the pressure in is a thin skin of rubber. It bursts at speed rather than at a standstill, and the A4 and M4 are exactly where it would happen.
