Overnight roadworks also close lanes and remove the hard shoulder for long stretches, so the refuge you are picturing may not be there. That is why the first call is 999 and the second is us.
They change what is available to you. Through a contraflow there is frequently no hard shoulder and no lay-by for miles, only occasional emergency areas, and a coned off lane is not a refuge because works traffic uses it. If the car still moves safely, carry on to the next junction. If it does not, ring 999 and get behind whatever barrier there is.

Honestly, it thins out. London, Hertfordshire and the Bedfordshire junctions are ordinary night work for us. Up at the top of the road you are a long way from our base in north London, and at three in the morning that is a real number of hours rather than a figure of speech.
