Pull the wreckage off a blown tyre and you will often find a band of bright wire running round it where the tread used to be. That is the steel belt package: two or three layers of fine steel cord laid at opposing angles under the tread rubber, there to hold the tread flat against the road and stop the tyre growing in diameter as it spins. The blocks you actually drive on are moulded over the top of it. They are the wearing surface. The belt is the structure.
