Wheels are held on by friction, not by the bolts themselves. Tightening a wheel bolt stretches it very slightly, and that stretch is what clamps the wheel to the hub. Torque it correctly and the bolt sits in its elastic range and stays tight. Rattle it up with an air gun on full pressure and you take it past that, so it either stretches permanently and loosens later or it strips the thread in the hub, which is an expensive afternoon on some cars.
Which is why every wheel we put back goes on with a torque wrench to the manufacturer figure, and why we clean the mating faces first.
