Both, and the second is the part that matters. There are fewer vehicles, but the ones that are out there are moving, and a fair share of the overnight traffic on that stretch is heavy and slow to change lanes. Anything stopped at the edge gets very little warning time. It is the worst place on the corridor to stand about.
