Get the car as far off the traffic as the surface lets you, hazards on, then get everybody out through the doors furthest from the road and well clear of it. Only once you are all standing somewhere safe should anyone start examining the tyre or making calls.
Not if it is genuinely flat. Running on the rim tears up the inner liner within a few hundred yards and can turn a twenty minute repair into a new tyre and a new wheel. If it is merely soft and still round, walking pace to a safer spot is reasonable.
