Every tyre has a heavy point and so does every wheel, and a balanced assembly is those two arranged so they cancel each other out, with small weights making up the remainder. Break the bead, turn the tyre a few degrees on the rim, and that arrangement is gone whatever the patch weighs. The old weights are now in the wrong places. So the wheel goes on the balancer after the repair, gets spun, and gets fresh weights exactly where the machine puts them. Done that way it feels like nothing ever happened, which is the point.
