What makes it an emergency rather than an appointment
Three things, and only three. The car is somewhere it cannot stay, whether that is a red route, a permit bay or a live junction. Someone has to be somewhere. Or the tyre is genuinely unsafe and there is no usable spare. Everything else is a job that can be booked for a time that suits you, and it is cheaper for you to treat it that way.

Do not drive it somewhere better lit or busier.
