The first two minutes on site are diagnosis. A nail in the central three quarters of the tread with the cords intact is a repair, and a cheap one. A cut on the shoulder, a bulge in the sidewall, or a tyre that has been driven on flat is a replacement, and no amount of money changes that.

What makes it an emergency rather than a job
Usually one of three things: the car is somewhere it cannot stay, someone needs to be somewhere, or the tyre is unsafe to drive on and there is no spare. All three are solved the same way, by bringing the replacement to the car rather than the car to the replacement.
If you have a bulge in the sidewall, treat it as the urgent case even if the tyre is holding air. A bulge is the casing cords failing and the tyre letting go is a question of when, not if. It cannot be repaired at any price.
